Etgar was the site of an Israeli convoy established in 1991 as a temporary solution to mass exodus from the Soviet Union. The site was established in the Misgav Regional Council area in the western part of Lower Galilee, southwest of Carmiel. The site was used to accommodate immigrants until they were housed in permanent homes. The settlement lasted for about 10 years and included hundreds of immigrant families from the Soviet Union. The settlement has a population of about 300 people.
